NORTH EASTERN COUNTIES WELSH PONY & COB ASSOCIATION

CONSTITUTION

 

  1. The Association shall be called the NORTH EASTERN COUNTIES WELSH PONY & COB ASSOCIATION.
  2. The committee shall consist of up to 8 members, with a quorum of 4, to include the CHAIRMAN, TREASURER and SECRETARY as appointed by that committee.
  3. To be eligible for the committee you must be a current, fully paid up member before being invited to serve on the committee in the event of a vacancy.
  4. There is no limit as to the number of years a member may serve on the committee.
  5. Minutes must be recorded and sent to all committee members prior to the next committee meeting, approved and signed.
  6. The Annual General Meeting shall take place in March, on a date to be decided by the committee. Any individual member desirous of moving a resolution at the AGM shall give notice in writing to the Secretary before 1st February. Notice of the resolution shall be given in the notice convening the AGM.
  7. The committee may at any time for any special purpose and upon giving due and proper notice thereof in writing shall call a Special General Meeting. The Secretary shall call a SGM upon the written request of fifteen or more members stating the purpose for which the meeting is required.   At a SGM no other business shall be transacted except that appearing on the notice conveying the meeting.
  8. Subscriptions shall be due by 1st March of each year.  Only members making subscriptions in accordance with the rules and whose subscriptions are not in arrears, shall be eligible to attend, vote and nominate any person or be nominated at an AGM or SGM.
  9. Double membership ruling i.e. Live-in Partners or two relatives who live in the same house. Family membership ruling i.e. Family residing in the same house.
  10. All members over 18 years of age have the right to vote.
  11. Any member bringing the Association into disrepute shall be disciplined by the committee as appropriate. The committee shall have the power to expel any member who shall offend against the rules of the Association or whose conduct shall, in the opinion of the committee, render them unfit for membership. Before any such member is expelled, the Secretary shall give 7 days written notice to that individual to attend a meeting before the committee and shall inform them of the complaint made against them. No member shall be expelled without first having the opportunity of appearing before the committee and answering the complaints made against them. Failure to attend will be deemed that the person accepts the decision of the committee.
  12. Any member found to be disregarding the welfare of any pony by causing distress, unnecessary suffering or otherwise, will be indefinitely expelled from the Association.
  13. All members, exhibitors and competitors shall be bound by and subject to the rules of the Association.
  14. All complaints must be made in writing to the committee.
  15. All judges for all shows shall be chosen by the committee from the WPCS list of panel judges and be resident (except in the case of Pony Breeding Judges, in Wales, where possible.
  16. Dissolving of the Association – The committee will decide what to do with the money after all debts have been paid.
  17. The N.E.C.W.P.C.A. shall endeavour to:
    i) Further the interest in Welsh Ponies & Cobs and their welfare and improvement throughout the area.
    ii) Hold shows, social & other events for the benefit and interest of Pony & Cob breeders, exhibitors and enthusiasts.
